The activity of bookmaking companies in Azerbaijan is controlled by the Ministry of Youth and Sports. To get a license, bookmakers must register with the tax office and obtain a personal permit from the ministry.

The law regulating gambling in the country is so weak that since 2010, only one bookmaker has managed to prepare the necessary documents. Other bookmakers, including Mostbet, are forced to operate illegally.
